The first two seasons of Gotham have shown how dark the city has become, but the show’s stars promise that it will get even darker.

When the cast of Gotham stopped by the EW lounge at San Diego Comic-Con to chat with Samantha Highfill on Saturday, they discussed the theme of season 3, which is “Heroes Will Fall.” “That means that the heroes are going to get dark, very dark, very dangerous,” warned Ben McKenzie.

Michael Chiklis added that things have to get worse to set-up the necessity of the famed vigilante. “It has to get really, really bad to justify a Batman rising, doesn’t it?” he said. “So it has to get pretty bad to make that happen.”

Things get so bad that in the search for a new Gotham mayor, an unlikely candidate throws his hat in the ring: Penguin. Robin Lord Taylor said that his crazed character’s campaign slogan is likely to resemble that of a current real world candidate. “Just to make Gotham safe again,” he laughed. “A reference to something we’ve all been witnessing in this country.”
