Leap Day is finally here! The February holiday, celebrated only once every four years, is a magical day for 30 Rock fans. As Kenneth Ellen Parcell (Jack McBrayer) explained in the sitcom’s sixth season, Leap Day is a special holiday, full of visits from Leap Day William, very above-board trades of children’s tears for candy, and yellow and blue as far as the eye can see.
