There’s grooviness in this evocative drama based on the autobiography of the Welsh, Oxford-educated former international drug dealer Howard Marks (played right on the money by 65-year-old Marks’ real-life friend and fellow Welshman Rhys Ifans). Marks appears to have been the mellowest drug lord in dopedom, loving his wife (Chloë Sevigny) and easing himself in and out of tight spots…until he served prison time in Indiana. Writer-director Bernard Rose (Immortal Beloved) lets the picture bop along a little too loosely, but the vibes are good. B
