The star quotient in the comedy dud Crazy on the Outside is a testament to first-time director Tim Allen’s pull as a former pop culture champ who can call in favors; it’s also a teachable moment demonstrating the limits of Hollywood packaging. Allen plays Tommy, an essentially nice Allen-ish guy on probation after a prison stint for video piracy; his Galaxy Quest costar Sigourney Weaver brings grim professionalism to her shapeless role as Tommy’s quirky sister, Vicky, who houses him while he gets on his feet. Other team players include Kelsey Grammer, Jeanne Tripplehorn, and Ray Liotta. Each actor appears to have received the script to a different movie, while Allen adds his own directorial touch of sexual vulgarity. D-
