A stopgap release between albums, New English EP, by New York’s most underrated rock band, has only seven tracks, but they’re good ones. ”New English” adds twang to their gauzy guitar pop, while ”Arbuckle’s Swan Song” sails along like a Hall & Oates homage — which is a compliment.
