Don’t let the slacker vocals trick you, The Joggers aren’t your typical post-Pavement combo — and they have the sick art-rock chops and the odd time signatures to prove it. With a Cape and a Cane isn’t quite Yes’ Tales From Topographic Oceans, but the Jogger’s asymmetrical riffage and labyrinthine phrasing sometimes achieve moments of epic indie-rock grandeur. Meanwhile, singer Benjamin Whitesides sounds elegantly wasted and bored, even as he manages to use the word ziggurat in a song lyric.
