Kids do the darnedest things. This Wilmington, Del., sextet, The Spinto Band — some recent high school grads — has created an unexpected slacker-pop gem, drawing heavily from Pavement’s shambolic indie rock and juicing it with espresso-strength hooks and an eclectic approach to arranging on Nice and Nicely Done. Even more impressive, they have the stones to one-up Barry Manilow with ”Oh Mandy,” a soaring, mandolin-driven anthem that now ranks as the best song about a girl named Mandy.
