Perhaps in homage to Paris Hilton’s recent cameo in the movie version of Dr. Seuss’ ”The Cat in the Hat,” fashion maven Mr. Blackwell composed his 44th annual worst-dressed list in rhymed couplets. The socialite and ”Simple Life” star earned the dubious honor of topping the list of famous femmes who’ve committed a flagrant fashion faux pas in 2003. (It could have been worse; she could have topped the least-dressed list.) Opined Mr. B: ”From cyber disgrace to red carpet chills — she’s the vapid Venus of Beverly Hills!”

Tying for second place were Britney Spears and her MTV liplock partner, Madonna. Blackwell wrote of the pair: ”So many tacky trends, so little time — please, will someone arrest The Kissin’ Cousins of Couture Crime!” Third-place dishonors went to Shania Twain, about whom Blackwell wrote: ”In buckled bombs and country-fried kitsch, has Calamity Twain popped a stitch!” Rounding out the list were Diane Keaton, Jessica Simpson, Celine Dion, Missy Elliott, Melanie Griffith, Courtney Love, and Lara Flynn Boyle, whose notorious Golden Globes gown last year led Blackwell to remark: ”Sometimes a single fiasco is all it takes — that tutu terror was one of the all-time worst fashion mistakes.”

Blackwell’s annual announcement wasn’t all bad news. Stars who made favorable fashion impressions and ended up on his best-dressed list included Nicole Kidman, Katie Holmes, Sarah Jessica Parker, Oprah Winfrey, Jennifer Garner, Beyoncé, Diane Lane, and Faith Hill.
