Moorer’s third album falls shy of her previous efforts, even as it aims for higher ground. The problem lies in the songs: The arrangements are dreamy but lethargic, and only a few tracks, such as the gloriously creepy substance-abuse ballad, ”Dying Breed,” beg to be heard time and again. What keeps you listening is the expansive wonder of her voice, one of pop music’s most sumptuous and undervalued instruments.
