Don’t let that fancy video packaging fool you: With its shoddy sets and overly expository dialogue, ”Hell” is merely a bad TV movie in disguise. Brown (”There’s Something About Mary”) — all sweat and sticky hair — convincingly apes Meat’s mannerisms. But even the most excessive rock & roll moments are weighed down by a script that reduces the beefy singer’s accomplishments to drawn-out, melodramatic vignettes.
