Brit brothers Phil and Paul Hartnoll’s — the Jagger and Richards of electronica — dreamy new compositions on ”The Middle of Nowhere” sound positively capital-C classic compared with this season’s pack of over-amped techno-come-latelies. These latter day Glimmer Twins continue the mellow mode of their 1997 hit ”The Saint,” melding casually propulsive beats with swirling, symphonic melodies and a haunting vocal or three. Ravers take note: ”Nowhere” — which has the goods to become this summer’s feel-good record — will soon be everywhere
