The L.A. scenester immortalized by Rickie Lee Jones’ 1979 hit ”Chuck E.’s in Love” returns (after 18 years) with Chuck E. Weiss’ second album, a wild melange of swamp blues, New Orleans funeral dirges, roadhouse rock, spoken word, and down-at-the-heels story-songs. Perhaps the weirdest good album you’ll spin this year, Extremely Cool (featuring Tom Waits) is a brazen synthesis of musical Americana — a junk shop of tuneful treasures. B+
