The Steely Dan of urban pop, Rich invigorates the genre with jazzy acoustic flavor. On his second album, however, the balladeer gets too smooth for his own good — he actually busts out bubble-bath clichés and, like Milli Vanilli, blames it on the rain. Still, his craft is impeccable: The lite-rockin’ ”No Time Soon” could put Hootie back on the map, while ”Blue Butterfly” boasts a falsetto fit for an artist formerly known as Prince. B
