Someday, some way, this power-pop craftsman will get the career overview he deserves. In the meantime, this bundle of lo-fi early work, B sides, and flotsam will suffice. And suffice it often does: From alternate takes of his standards (”Rockin’ Around in NYC,” ”Something’s Gonna Happen”) to a collaboration with Was (Not Was) (”Bad Luck”), 9 Volt recalls an era when a chiming guitar, a winsome voice, and a charming hook could soothe any romantic despair. Unexpected voltage: the piano-bar ballad ”Everyone’s in Love With You,” sung by Crenshaw’s brother Robert. B+
