Long before LeAnn Rimes made country radio safe for teens, Asylum was courting 12-year-old Lila McCann. Now 15, the Washington native has the requisite woman’s voice in a girl’s body but applies it to more pop-oriented fare. Although the infectious ”Down Came a Blackbird” promises great things, the rest of Lila doesn’t do justice to her explosive wail. B-
