The 25-year-old newcomer Billy Mann offers a dazzling, self-titled compendium of ’70s styles (Hall & Oates, Michael MacDonald, Talking Book-era Stevie Wonder). Mann has a beautifully supple voice and wrote or cowrote everything here. But he doesn’t really trust himself as singer or songwriter — his songs come in a nervous rush of vocal filigrees and verbiage.
