Good old American capitalism is the culprit in this heavy-handed farce, in which our government stirs up a false Cold War with Canada in order to spur job growth and the President’s popularity. John Candy ends his career in this repetitive one-gag comedy, playing the patriotic (read: stupid) Niagara Falls police chief who keeps invading our neighbors to the north. This movie wound up spending a lot of time on the shelf before its split-second theatrical release and video appearance. Writer-director Michael Moore (Roger & Me) may suspect a conspiracy, but the real problem here is that he lacks Frank Capra’s talent for making propaganda entertaining. D-
