On his solo debut, David Bowie cohort and Tin Machine guitarist Gabrels displays his particular cracked chemistry: solid art-pop instincts and self-effacing fretboard prowess. As a player, he is a lover of heroic squeals and silly sounds (his haunting ”Bad Moon Rising” is full of noisy cool). The thin white guy cameos, as do Frank Black and actor Gary Oldman, but it all works. B+
