Just when the spectacular success of Quentin Tarantino has every low-budget director feeling like an auteur, Penelope Buitenhuis brings us this exploitation gem. Lou Diamond Phillips does his best Ice-T impersonation as an evil pimp swaggering down the mean streets of Toronto, while onetime MTV VJ Kari Wuhrer plays the poor sweet girl who ends up on the streets with nothing more than her teddy bear. Rae Dawn Chong is the Maya Angelou-reading prostitute who reaches out to the new girl on the block. Meanwhile, Wuhrer’s abusive ex-lover (Joel Bissonette) also roams the city trying to track her down, the final bit of overkill that helps make Boulevard an unforgettable piece of pulp fiction. B+
