On their first studio album in four years, Van Halen’s songs sound as clumsily grafted together as the computer-manipulated Siamese-twin cover art. Eddie, the most influential rock guitarist of his generation, still whips off the odd pantheon-worthy move on Balance (Warner Bros.). But the other dudes might as well be on vacation. C+
