What do you call it when ZZ Top’s boogie doesn’t reach full boil? The blues. Masquerading as a rootsy retrospective, this collection of their blues tunes is a base attempt by the Texas trio’s former label to squeeze more bucks out of the back catalog. With precious few exceptions, the material on One Foot in the Blues sounds dispirited and sloughed off, like bad Savoy Brown. C
