When he portrayed a square-jawed superhero square in The Rocketeer (1991), Bill Campbell was a blank-faced charmer. Tackling the role of a glib, smug private eye in the new detective series Moon Over Miami (ABC, Sept. 15, 9:30-10:30 p.m.), however, Campbell is just about insufferable. And his costar, Ally Walker-playing a spoiled rich girl who thinks it would be fun to tag along with a gumshoe-is all-the-way insufferable. This is no Moonlighting for the ’90s. The stylized dialogue, conceived to make you think ”How sophisticated,” is instead trite tripe rattled off by the actors without expression. Switch the channel to Law & Order instead. D
