The inverse relationship that has developed between Iggy’s increasing facility as a songwriter and the, um, raw power of his recordings infects his new album as well. But all is not lost on American Caesar, for despite the preciousness — and sheer length — of some tracks and a superfluous reading of ”Louie Louie,” he shoves enough verve on others to make this worthwhile.
