While its script’s charms are slight and infrequent, this self-consciously flimsy crime spoof titled Blood & Concrete: A Love Story — about a two-bit hood’s involvement with a love drug called Libido — is invested with enough idiosyncratic performances and amusing bits of absurdist humor to induce a few grins.
