There is something odd and vaguely unseemly about a terrorist thriller by the ex-head of the U.K. spy agency MI5 — especially for those of us who’ve lived through an actual attack. Yet Stella Rimington attempts that very trick with her tale of a manhunt for a U.K. national and an Islamic radical planning an assault on British soil. Rimington is a so-so writer but a pretty good storyteller: At Risk is well structured and reads ultra-fast, delivering a mild charge from the knowledge that this plausible yarn comes from an actual terrorist chaser.
