The latest edition of prefab pop pinups will need the luck of the Irish to take the Backstreet Boys’ throne with this bland ballad. Working a narcoleptic synth-pop pulse, heart-in-hand romanticism, and repeated choruses ad infinitum, it’s like Savage Garden lite — and Savage Garden can’t get any more lite. Don’t be surprised if you zone out before ”All the Time in the World” ends. Still, despite the teen-idle blarney, the lads’ groovy Dublin accents give them a little Riverdance flair. C+
