Naomi Judd and daughter Wynonna have bucked a lot of country music conventions in their short but distinguished career, including the rule that dictates ”The higher the hair, the closer to God.” Lately, however, the Judds have refused to obey a more intrinsic decree: that an album should be made up of memorable tunes. They move through the title song, a kind of country salute to ”We Are the World,” with the right intentions of uniting the global village, but without evoking the requisite emotion. Here and there in Love Can Build a Bridge they settle into an infectious rhythmic groove (”Born to Be Blue”) or a soothing ballad (”In My Dreams”). But on the whole, the Judds this time have shelved the imagination and vitality that made their early efforts so invigorating. B-
